Not allowed, this scheme does not work that way. This is a warning signal of a fake exchange - it is an offer to sell BTCs via PayPal or similar. If you work with moving average indicator you will see that there is a field for linking accounts. After sending you will be given a QR code to send your BTCs. But the money won't come if you will do it through the reserve. Most of these fake exchangers are fly-by-night. You will see them appear, but quickly disappear and then appear again under another domain name. So do not take the risk.
