It is under development, so you can try it, help me finish it by suggesteing futures / reporting bugs.
I suggested help to the administration and got task to create a web-based character planner.

Designing it, I thought about one thing: planning of characters with statefull (level after level) application is pretty painfull for me.
I wanted to get the last level and see all perks I can take in one click.

It has some drawbacks though:
Planner has no idea when you have taken books / perks / implants, so it only counts the best option:
- all books are taken just after creation
- all perks are taken after investment of skillpoints
- possible to take perk if you didn't invest enough skill points [kinda lame, but not that important]
etc.
Overal this planner can save you some time and mouse-clicks seeing the perfect result.
Abilities:
- dynamic change of SPECIAL, traits, skills and perks
- perks availability highlight depending on SPECIAL
- dynamic recount of stats
- choosing planned level
- running offline (just copy the whole folder and it will work without internet. Just open index.html in your
- if page is loaded by the build link, build is auto-restored
- planned level changeable, but it only affects Carry Weight, Hit Points and Skill Points. Glow Quest / Perks are unaffected.
Buttons:
Books - read all possible books
Save - save the build to the URL
Restore - restore the build from the URL
Link it! - window popup, field with build is already chosen, CTRL+C, Enter - it's in clipboard
Reset - restore basic build
Currently working on:
- highlight of all effected elements from mouseover element
- Move planned level element somewhere
Implemented not so soon:
- info about all elements styled
- max button for skills
Known bugs:
- Carry Weight formula is inaccurate (1 kg difference)

one thing which im not sure about, if you make 0int bonehead char, you will have skill points according to 0IN or 1IN? in planner 0 and 1 INT skill points are different
edit : also you can take glow quest bonuses if you have less than 6 INT which shouldnt be allowed

Nice one. I think SPECIAL should be always more than zero, so everything will be as 1IN, but gotta check it. Or anyone confirm?
Also made 0 In to be able to read 3 books.

But I was talking about skill point gain, which should be affected by bonehead I think?

you mean skill points gained at every lvl? yes, bonehead affects skill gain at leveling accordingly, as it lowers your INT. except when having INT1 and taking bonehead. game treats 0INT as 1INT.

Something is not right when counting Hit Points,
1ST 9EN 2Lifegiver HP should be 399, planned gives 400.
Why toggling implants on/off, dont have any effect on character stats?

if character has odd endurance, he recieve less hitpoints on even levels(2,4...) and more on odd levels(3,5...)
So for example ST1, EN9,:
lvl 1 = 74 hp
lvl 2 = 80 hp
lvl 3 = 87 hp
lvl 4 = 93 hp
lvl 5 =100 hp
lvl 5 =106 hp
.
.
.

Nice work!
I do like the "stateless" behaviour of this planner and ofc the fact, that it's web based. If everything is fixed and works out as intended this will be a good piece of work, i think.

Sounds good :).
Just three notes on that topic:
1) Even if it wouldn't be planned to have it within zip folder or whatever later on it wouldn't be a problem for me and i'm really glad, that someone made this whole thing as online option because i couldn't have made this myself and now people are able to use a planner without the need to download it. So, keep it up paragon :)

This is actually what i'm working on beside the save/load thing. I can't promise anything but as i wrote in my topic i'm on a good way to complete the next version. Maybe within this week or at the weekend. I think this option should be implemented and bug-fixed before it possibly will be included within the client zip folder.
3) Now let's not talk about my planner in paragons topic anymore :).

Added half-finished ability to save/restore builds.
After you press "Save" the link with information about build is saved and could be stored/exchanged.
You can access saved build by saved link, just press restore after you opened it.

Test required, please check if all stats are restored. Currently implants has no effect and do not memorized.
Later it will be more handful.

Ugly but stylish graphic was replaced buy devs spawned graphic (it was gif, you gave back jpeg!) [ctrl+shift+R for reloading imgs]
UPD: there was couple of "chance to hit" calculators and something else... I didn't try them, dont know how useful they are. I can put it in here, probably. Tell me if there's something enteresting

i want to play entire fo2 solely within character planner! please add:
-hit chance + damage vs muties
-simulated loot you would get from muties
-ability to simulate pvp with another saved character, with customizable equipment
-simulated dungeon outcomes, with loot + damage (plus % chance for other saved char to enter and outcome of battle)

I smell a slight hint of sarcasm, bar. Hit chance calculation WAS helpful and nothing game spoiling imo.

If we have the math, it's possible. I didn't really deep into crit/hit chances calcs, need to check it out
I'm agreed that it's cool to have all calcs in one place. The problem is that I won't really improve anything, just reimplement by example... and it's not that turn me on.

Yes, but does it really useful? drugs effects are pretty basic. and usually if you have drugs, you take it anyway.
I could be wrong, just show me that.
UPD: Anyway, that arena broke all gameplay for me, my band is inactive and I don't feel like I want to put effort in fixing it, so why not? I'll check it out and probably will take something for the calc.

What kind of description should I put on elements? I don't feel that usual in-game description is worth to put, but mechanics description like "Strength effects carry weight" are self-explanatory... and will be highlighted later. So I'm confused with that

I tested. It is a cool tool although I don't understand why do we need 2 character planners. If you are good at this (and I see you are) you could've asked the devs to have some other task assigned if you want to help the community.

All level 12,15 and 18 perks description needs reassign
2.I am not sure, but where did you get information that doctor over 200 doesnt affect anything, since i know cooldown formula for both doctor and Fa are same. 9000(4500 if medic perk)/skill.
3.If you tag bruiser with 9/10 ST, trait doesnt get white letter graphic, also all other changes to graphics of traits got stucked.
4.Sharpshooter increas Sight by 6, adds +8% chance to hit same as Optic operation.
5.Also i would appreciate if i could use this planner by some easy googlable or writeable link instead of

6.with Small frame you cant have AG1, also message "SPECIALs must be more than 0 and less than 10 11!" is not accurate since you may have 10 of any stat.
7.Chess game bonus should be untagged automaticaly if you lower IN under 6
8.Medical implant should add perk Living Anatomy to your perk list, thus add all bonuses related to this perk(20 instead of 10). If player pick this implant in combination with perk Living anatomy, Perk Living anatomy should stay in perk list but should be untagged and 1 perk point should be acquired back. Also perk option should be disabled for Living anatomy.
9.Enhancement implant should allow to choose another perk, also i suggest to implement perk points counter same as Trait or Tagskill counters exists. Btw i suggest to rename counter Char points into SPECIAL points
10. Chem control implant basicaly provides chem reliant trait, so it wouldnt hurt anyone if this trait would get tagged, unable to untag while using chem control implant. If trait Chem reliant is tagged previously you obtain reduced chance to become addict, what btw isnt realy worth to mention.
11. Reading books should be removable by pressing button again(calculation remade for IN -2, 0 books), also reading books is capped at 10 so maximum 80 skill points with IN8+. Currently IN10 allows read 12 books whats wrong and should be fixed

11. Reading books should be removable by pressing button again(calculation remade for IN -2, 0 books), also reading books is capped at 10 so maximum 80 skill points with IN8+. Currently IN10 allows read 12 books whats wrong and should be fixed

Do you mean in case of player pick Living Anatomy after he has taken med implant?
So it's not possible to have Living Anatomy perk taken in same time as med implant, and game really gives you ability to pick different perk?

It's not that easy, cuz you can take perks only corresponding required level. So if it's just counter, you'd be able to skip perk on level 3.

i am pretty sure "save" and "link it" isnt working properly in some cases(implants??). If i ll manage to repeat it i ll post screen.
Also several times bug with perks occured, where i am unable to tag perk with certain level requirements even if 6+ perks alredy used and all requirements matched. I ll try bring details.

One thing I've noticed (don't know if it was mentioned before) - when you select Bonehead trait and your intelligence is lowered by 1 point total number of books stays the same.

Actualy the bug is even deeper. When you select 1 INT and choose bonehead(result = 0INT, but game consider as 1INT), then increase INT by 1(Still 1INT, because real points spent = 2 aka 1 with bonehead), you get 2 INT.
Hope its not too hard to understand.

Isn't 0 INT kind of an exploit? A free special point? Game doesn't let you take bruiser and 1 st. Or it shouyld let you take 0 INT and you get 0 skill points per level :)

But point is you aren't supposed to have any Special lower than 1 or higher than 10, and this way there is no drawback taking bonehead (one of most powerful traits) if you have 1 IN, which is the standard build around now isnt it?

I guess its a farily common build these days. Anyway you mentioned bruiser, but that trait does what it should, I just dont think the game would let you go on with 12 ST, while evader on the other hand probably works like bonehead.

nope. "Incorrect SPECIAL data"-message is the result, when you take over 8 EN with evader on. It's really just the 0 IN thing.

Well evader and bonehead works the same in the way that it lowers your special, so I obviously never ment it the other way around, aka. increasing points spent over the maximum. What I ment you can take 1 EN, then evader, and you basically have evader for free. This might sound stupid to you, but if I had 500k I would realy just fix one of my chars with this right away.

- Reworked mechanics of taking perks: perks and implants, which are adds bonus to related skills (for example medic perk, accuracy implant, etc), adds their bonuses to skill value at moment of taking.

People who dont know how to make good builds are also ppl which dont know mechanics use those good builds. So if player is given best possible build, but have no clue how to use it best advantage , it has not much use.

This is really epic char planner, i found a very little mistake in it, it lets you take Repair quest (20%) over 80 Repair skill, and for example if you have 82 it brings it to 102, meaning that it will show 1 extra skill point in the planner when in reality if you do your build good you will have 1 less SP.

- Missing Tooltip of Medical Implant of giving the Living Anatomy Perk
- Also when you take "Gain X" perks, they do increase your Skills in areas they would normally increase the value when taked beforehand. This is not the case ingame and can lead to a wrong value of needed Skillpoints to gain a certain amount of "Skill" in a skill. For example, taking "Gain Agility" will increase Weapon skills, but in reality, they won't.
