Making the Strong Back a non mule alt only perk

Remove the ST requirement, non-mule chars with 6ST won't ever care about the perk.

Sure, with the way carry weight works nobody does need it, but it would still be a nice change.

Quite frankly, no competitive person will choose strong back over fighting perks so it hardly matters what the requirements are.

There are support perks and fighting perks. Support alts get support perks.

There is no strong back perk atm. Skycast mentioned in other topic that strong back will be added as a quest perk.
