Double turns in turn-based combat

A few days ago I encountered a weird situation where I fought an enemy player in sierra caves and suddenly he made 3-4 bursts in a row. I thought I might've been a high ap build, but I healed up hid behind a corner and ended my turn, I instantly got another turn. It looked like randomly one of the players got 2 turns in a row, it happened 2-3 times for me and that other player during the whole fight. Is it a bug or something connected with the sequence speed?

nah its not a bug, if you you are in real time, and TB combat is not activated yet, if you shot first on enemy you are one who starts TB, and then other character will have 2 turns in row

Yes, the initial fight started that way. But many turns later suddenly I got 2 turns in a row, and few turns later that guy got 2 turns in the row. The TB fight wasn't interrupted.
