Pretty much all of this is written on the wiki or around the forum, but here we go.

Global Tech Progression

If you played at the start of the previous 2 sessions, you would have seen that it wasn't long before players were running around
with 'pvp tier' items such as combat armors and avengers.
Everything was available from the get-go.

Session 3, however, introduced the Global Tech Progression feature, as well as blueprints and recipes.

At the start of the session, most armors, weapons and even drugs were blocked, meaning
they could not be found, nor could they be crafted even with the correct professions.

Players were limited to most Tier 0 gear, that is to say the weapons that appear in
any character's Fix-Boy which do not need professions to craft.

After some time, a few of the next items would be unblocked, allowing them to be found.
The blueprints for those items would also be able to be found in encounter caves and containers, aswell as dungeons.

When you use a blueprint, it will disappear, but you gain the ability to permanently craft that item with
a chance for bonuses, aslong as you have the required professions.

After so many people had used the blueprint, it would be announced on forum via the Global Tech Tracker
that the item was unlocked. Any player with the required professions would be able
to craft it, although would still need to have used blueprints in order to craft with bonuses.

To put it another way...


Unavailable
Generally can not be crafted or found.
Most technology began here.

Available
The item and its blueprints can be found in dungeons and such. Only players who used blueprint can craft.
Only a few items were here at a time.

Unlocked
Can be found, can be crafted by anyone with the correct profession (blueprints still needed for bonuses)
After awhile, 'Available' items were moved here permanently, and a few 'Unavailable' items would then be made 'Available'.

Everything has been unlocked for a very long time now.

Blueprints continue to spawn and are still needed for bonuses, if you ever feel the need for some good ol' lower-tier epic guns.
Although there are a few blueprints, such as buffout and throwing knives, that are pretty
much useless, unless someone's house just happens to burn down.

Recipes

Although there are a few exceptions, most Tier 3 weapons and armors use recipes instead of blueprints.
Recipes are essentially just crafting components, like junk or metal parts, and each weapon/armor requires one recipe to craft.

1 HK P90c for example would require 1 HK P90c recipe
1 batch of Plasma Grenades would require 1 Plasma Grenade recipe and so on.

Recipes are mostly found in dungeons, although they can be found in a few other places.

Wasteland is still harsh.
Plasma Rifle is overpowered.
H&K CAWS is overpowered.
