They don't need the stim-cd.

Also could it be possible to get empty hypos after using stims and super stims?

Until the '70's, hypodermic needles were designed to be reused. Hypodermic needles intended for animal husbandry still are.

I had the same idea when I was doing TC, seemed awkward that I couldn't squeeze at least a low amount of healing between SS. The whole point of CD was to stop SS spam, balance out the healing capabilities while under fire and since it works such a change would only allow players to heal up faster while being in cover.

There is always first aid of course that can be used between SS CD, but when that is on CD, normal stimpaks seem obsolete.

I think that's a must.
