Remove "randomness" on characters with high repair

Getting 2 failed repair attempts on quality equipment in a row feels really frustrating and dumb, especially if you have a character dedicated to crafting and repairing.
Why bother investing 130 repair in combat characters if a char with about 80 repair has almost the same chances.

130 repair without any tools is just ~78% chance.

Use super toolkit with your 130 repair skill for maximum chance to repair.

Or 145 repair with a normal toolset.

Or 168 and forget tools.

You bother to invest repair to a certain level to be able to top it with tools and not fail, not using tools leaves you not skilled enough to not fail the repair.

There is no magical rng 5% chance to fail anyway - if you meet the requirements, a chance to fail will be zero.

Also, 80 repair is just 48% chance for success, so it is not at all almost the same chance as 130.

No one really bothers to take tool sets into battle but maybe there is a work around for this.

Like, make the efficiency cap for repairing at 130 and 160 only mandatory for Crafters because 130 is still possible with 6 int and clever skill point distribution,
160 would sacrifice too much.

But I am glad there is no "randomness" in this feature yet it is still annoying to lose 20% durability on t4 or Combat Armors.

Use ~ocd command to repair t4 fool :D unless the fight last 15 mins and your armor is 40% broken.

On the repair fail % yeah it sucks. i cant count times i failed 6 times in a row with 130 repairs. best thing would be bring a supertoolkit. but in fights its not really there yet. gotta equip it, repair armor and reequip whatever you have in 2nd hand.
